This is one I hadn't yet dived into, and was feeling a little conflicted on surface level. I read that it was a repurposed tennis court to accommodate both tennis & basketball costing $7-10,000. I also read that $376 million was spent over 4 years for Key systems: water and sewer, steam lines, electrical conduits, HVAC equipment, fire detection and suppression, and an excavation to reach and route those systems.

Trump was the one to spend $10,000 to return the tennis court. Obama removed the tennis courts entirely in his remodel.
By law, no approvals are needed for renovations to the WH, Capitol building, and Supreme Court. Those three are specifically excluded.
